Lower the temperature
Choose a calm moment. Lead with an observation rather than an accusation. Specific language makes it easier for both people to discuss the same situation.

Try: what I noticed → how it affects me → what I would like to understand. This invites information without demanding a particular answer.
Do not turn communication into persuasion
The goal is clarity and mutual understanding, not finding the perfect phrase that controls another person's feelings.
Judge the response as well as the words
A constructive response may include honesty, curiosity, follow-through and willingness to make a workable plan. Repeated avoidance is information too.
